Course Overview

This qualification provides learners with the knowledge, skills and understanding of the attack methods used by terrorists, how to assess the likelihood of such threats, and what mitigation strategies are available. They will also learn how to apply these strategies effectively. Additionally, they will recognise the limits of their own expertise and understand when and how to seek advice or support from specialist professionals.

Enrolment Criteria

This qualification is recommended to learners aged 16 years and over.

There are no pre-entry requirements for this qualification. However, centres must ensure that learners are able to complete this qualification, for example, through completing a skills scan to ensure they can work at the appropriate level.

When Should You Tell Us?

It is important that you inform us of any reasonable adjustment requirements as early as possible. This allows enough time for us to apply to the awarding organisation and obtain approval before your assessment takes place.

Important: To ensure sufficient time for approval, learners should submit reasonable adjustment requests and supporting evidence at least 5 weeks before their assessment date wherever possible.

What Evidence Will Be Required?

The awarding organisation requires evidence to support all reasonable adjustment requests. Depending on your circumstances, this may include the following:

  • A medical letter or report
  • Diagnostic assessment reports (e.g., dyslexia, ADHD, autism)
  • An Education, Health and Care Plan (EHCP)
  • Evidence of support previously received in education, training, or the workplace
  • Other relevant professional documentation

Where possible, the adjustment requested should reflect the support you normally receive in learning, training, or work.

Approval Process

All reasonable adjustment requests must be approved by the awarding organisation before they can be implemented. Applications are reviewed based on the evidence provided and the requirements of the qualification.

Please note that requests may be refused if they would compromise the validity of the assessment or create a health and safety risk.

If you believe you may require a reasonable adjustment, please contact us as soon as possible so we can discuss your needs and guide you through the application process.

Counter-Terrorism Protective Security and Preparedness FAQs

Who is this course suitable for?

FGH Training recommends the Level 3 Counter-Terrorism Protective Security and Preparedness course for people responsible for protecting venues, sites, events, employees or members of the public. This includes security professionals, venue and facilities managers, event organisers, safety teams, emergency planners, business continuity leads and operational managers.

It is particularly relevant for those expected to assess threats and vulnerabilities, recommend protective measures or contribute to counter-terrorism risk assessments and preparedness plans.

FGH Training will help your team understand terrorism threats, attack methods, protective security principles, organisational security culture and Martyn’s Law. They will also learn to develop counter-terrorism risk assessments, preparedness plans and evidence-based recommendations.

There are no formal entry requirements. However, FGH Training will ensure you can study and complete assessments at the appropriate level before enrolling you.

FGH Training recommends selecting employees with responsibility for security, safety, facilities, events, emergency planning, business continuity or organisational resilience. Senior operational managers may also benefit.

FGH Training can help you combine Level 3 training for key personnel with Level 2 awareness training for the wider workforce.

This is the only qualification that has been developed with and endorsed by the National Counter-Terrorism Security Office (NaCTSO).

The qualification is supported by comprehensive materials that enable learners to understand terrorism threats and how they can reduce their likelihood and impact to their venue, site or organisation.

However, this qualification does not ensure compliance with the Terrorism (Protection of Premises) Act 2025 (also known as Martyn’s Law). Compliance with the Act involves a range of factors, and these cannot simply be achieved through completion of a qualification.

No qualification can achieve compliance on its own, and legal duties generally rest with the person responsible for the qualifying premises or event. However, completing the Level 3 CTPSaP course with FGH Training will give you the knowledge and practical skills to support compliance within your organisation.

You will learn how to assess terrorism threats and vulnerabilities, develop counter-terrorism risk assessments and preparedness plans, recommend proportionate protective measures and identify when specialist advice is required. These skills can help your organisation build the wider procedures, governance and security culture needed for Martyn’s Law readiness.

Yes. The Level 3 CTPSaP course is particularly relevant to anyone responsible for overseeing a venue or organisation’s protective security and Martyn’s Law preparations.

FGH Training develops the skills needed to assess threats and vulnerabilities, plan proportionate measures and produce preparedness plans. However, completing the qualification does not appoint someone as the legally responsible person or transfer the organisation’s statutory duties to them.

What is the responsible person under Martyn’s Law?

The responsible person is the individual, company or organisation that controls qualifying premises for their relevant use. For a qualifying event, it is whoever controls the premises for the purpose of delivering that event. This will often be the venue operator or event organiser rather than a named employee.

The responsible person must ensure the requirements of Martyn’s Law are met. Tasks can be assigned to employees or contractors, but the overall legal responsibility cannot be delegated. Where an organisation controls enhanced-tier premises or a qualifying event, it must also designate a suitable senior individual to oversee compliance.

It is important that you inform us of any reasonable adjustment requirements as early as possible. This allows enough time for us to apply to the awarding organisation and obtain approval before your assessment takes place.
